RULES OF THE TORRINGTON REPUBLICAN TOWN COMMITTEE
ARTICLE I
Section 1: Name - The name of this organization shall be “The Torrington Republican Town Committee”.
ARTICLE II
Section 1: Purpose - The Torrington Republican Town Committee shall help further the cause of the Republican Party and its Candidates, shall direct Republican policy on local levels, and promote the ideals and aims of the Republican party and take any other steps necessary to further the welfare and success of the Republican Party.
ARTICLE III
Section 1: Membership – The Torrington Republican Town Committee shall consist of sixty (60) registered members. They shall be endorsed by the enrolled Republican electors of the Town of Torrington in a caucus, at such time as required by the Rules of the Republican party of Connecticut.
Section 2: Qualifications – No person shall be a member or officer of the Torrington Republican Town Committee unless he is an enrolled Republican elector of the Town of Torrington at the time of, and during the term of, his election.
Section 3: Primaries – The date for primaries for the election of the Torrington Republican Town Committee members shall be held at such time as determined by the rules of the Republican Party of Connecticut.
Section 4: Filing of Endorsements – The list of the party-endorsed candidates for membership on the Torrington Republican Town Committee with their street addresses shall be filed with the City Clerk of the City of Torrington by the presiding officer and the Secretary of the Town Committee meeting, as such time as required by the Rules of the Republican Party of Connecticut.
ARTICLE IV
Section 1: Town Chairman and other officers of the Torrington Republican Town Committee – An organization meeting, called by the previous Town Chairman, or in the event of his failure to act, at the call of a member of the State Central Committee from the District in which said chairman resides, shall be held within two (2) weeks after the beginning of their term (Monday following date of the primary) and shall name a Chairman and Vice-Chairman, (one of whom shall be a man and the other a woman), a Secretary and a Treasurer. The Chairman may be chosen from within or without the membership of the Town Committee. He may exercise such rights to vote to break a tie as may be provided from under the rules of the Republican Party of the State of Connecticut.
Section 2: Notice after organization – Within one (1) week after the organization of the Town Committee, the Secretary shall file with the Secretary of the Republican State Central Committee the names and addresses of the Officers and members of the Town Committee and the names and addresses of the Registrar of Voters (Republican).
Section 3: Duties of Chairman – The Chairman shall preside at all meetings of the Town Committee and shall perform all functions delegated to him under the rules of the Party. In the absence of the Chairman, or in the event of his disability, his duties shall be performed by the Vice-Chairman. The Town Chairman shall be an ex-officio member of all sub-committees under the Republican Town Committee of Torrington.
Section 4: Duties of the Secretary – The Secretary of the Town Committee shall keep the minutes of the meetings of the Town Committee, shall record all votes of the Town Committee and shall perform all other functions prescribed for him under Party rules.
Section 5: Duties of Treasurer – The Treasurer of the Town Committee shall assist in the soliciting of funds, and shall disburse the same under written instructions from the Town Chairman, shall keep a complete record of all receipts and disbursements, making annual written accounting of same to the Town Committee and to become part of the Secretary’s Minutes, and shall perform all other functions imposed upon him under the party rules and the General Statutes.
Section 6: Sub-Committees – The Chairman of The Torrington Republican Town Committee may appoint such sub-committees as the Town Committee considers necessary and appropriate. The members of said sub-committee may be selected from within or without the membership of the Town Committee.
Section 7: Regular and Special Meetings – Regular meetings of the Town Committee may be held monthly at the call of the Chairman and special meetings may be called at the discretion of the Chairman. The Chairman shall call a special meeting on the written request of fifteen (15) members of the Committee within ten (10) days after receiving such request.
Section 8: Quorum – Fifteen (15) shall constitute a quorum for the transaction of any business of the Town Committee.
Section 9: Notice of Regular and Special Meetings – Notice of all regular and special meetings shall be given at least three (3) days in advance of such meetings unless a majority of the members waive such a notice.
Section 10: Vacancies on Town Committee Membership – Vacancies occurring, for any reason, in Town Committee membership shall be filled by vote of the remaining members of the Town Committee. The Town Chairman shall announce the vacancy at the next regularly scheduled meeting. Such vacancy shall then be filled at the next regularly scheduled Town Committee meeting. At any time prior to the Town Committee meeting nominations may be submitted to the Town Chairman. Nominations from the floor at the Town Committee meeting shall also be in order.
ARTICLE V
PARTY ENDORSED CANDIDATES
Section 1: All party endorsed candidates and delegates to convention in the City of Torrington shall be selected by the Town Committee.
Section 2: In the selection of party-endorsed candidates for an office or position for which only electors of a political subdivision of Torrington may vote, only the members of the Town Committee within such political subdivision may participate.
Section 3: The presiding officer of any endorsement meeting shall cast a vote to break ties. This vote, if necessary, shall be in addition to any regular voting rights such presiding officer may have.
Section 4: Vacancies – The Town Committee shall be a Committee on Vacancies, and as such is authorized to fill vacancies in party-endorsed candidates for election to the position of Town Committee member or delegate to a convention, or for nomination for municipal office, as provided in Section 9-248, Connecticut General Statues, and to fill vacancies in nominated candidates for Municipal Office as provided in Section 9-460, Connecticut General Statues.
Section 5: Certification – The endorsement of all delegates to State Conventions, Congressional District, County and Probate Conventions shall be made by the Town Committee. The Town Chairman, or in his absence, the Vice-Chairman, and the Secretary, shall immediately certify the party-endorsed delegates to the Secretary of the Republican State Central Committee and the Town Clerk of Torrington.
Section 6: Party Funds Not To Be Spent in Primaries – No Town Committee or Officer thereof shall expend any party funds, unless specifically contributed for such purpose on behalf of any candidate in a pre-endorsement contest or in a primary.
ARTICLE VI
ADVISORY BOARD
Section 1: Establishment of Advisory Board – There shall be established within the Torrington Republican Town Committee an Advisory Board.
Section 2: Membership – The Chairman, Vice-Chairman, Secretary, Treasurer, and three (3) members appointed by the Chairman shall constitute the Advisory Board.
A) Any Senator, State Representative, or member of the State Central Committee who is a resident of the Town of Torrington and a registered Republican shall be an ex-officio member, without vote.
B) The Mayor, during his term of office, shall be a voting member if he is a registered Republican.
Section 3: Purpose – The purpose of the Advisory Board shall be to serve as an Executive Board of the Torrington Republican Town Committee to act on decisions of political nature and to direct policy of said Town Committee.
Section 4: Honorary Membership – Any present or past member of the Torrington Republican Town Committee who has served on the Committee a total of not less than twenty (20) years and who, in the opinion of the Advisory Board, has rendered exemplary service to the Republican party may be nominated for the position of “Member Emeritus” in the Torrington Republican Town Committee, such recognition to be conferred only upon nomination of the Advisory Board, the affirmative vote of the Town Committee, and upon the acceptance of the recipient.
CONDUCT OF MEETINGS AND CAUCUSES
AMENDMENT TO RULES
Section 1: Except as provided by these rules, Republican State Party Rules or by the General Statutes, caucuses and meetings of the Town Committee shall be conducted according to Robert’s Rules of Order.
Section 2: These rules may be amended by the Torrington Republican Town Committee as provided by the Convention and Committee Rules of the Republican Party of the State of Connecticut.

AMENDMENTS TO RULES OF THE TORRINGTON REPUBLICAN TOWN COMMITTEE
JULY 28, 1982
The following amendments to the Rules of the Torrington Republican Town Committee, as amended through November 20, 1979, were adopted by the Torrington Republican Town Committee at a special meeting held for such purpose on July 28, 1982.
ARTICLE IV
SECTION 1
The first sentence of Article IV, Section 1 is deleted in its entirety, and the following sentence is substituted in its place:
“An Organization meeting, called by the previous Town Chairman or in the event of his failure to act, at the call of a member of the State Central Committee from the District in which said chairman resides, shall be held within two (2) weeks after the beginning of their term (Monday following date of the primary) and shall name a Chairman and Vice-Chairman, (one of whom shall be a man and the other a woman), a Secretary, a Treasurer and an Assistant Treasurer.”
SECTION 5
The following sentence is added at the end of Article IV, Section 5:
“In the absence of the Treasurer, or in the event of his disability, his duties shall be performed by the Assistant Treasurer.”
